I have one of these coins, and I've seen several more of them in local shops. They seem to be readily available and have very low catalog values, yet I see the mintage of these coins listed as 32,000 in various sources. How can this possibly be correct?!
With a numista rarity index of "only" 16 yes, it seems a bit strange that it has such a low mintage but what do we know? Maybe people liked the design and none were ever melted down, leaving them all in the hand of collectors? (or maybe a few 0's were lost in the mintage figures!)

I collect anything: If it's Italian or Italian states i collect it even more!
With so many owners it's very doubtful the mintage of 32,000 is correct.
It can be something similar as here: https://en.numista.com/forum/topic47292.html, although in the 1983 Krause (9th edition) the mintage is also .032 (meaning 32,000).
Hi, I asked a local coin dealer about the number and he told me that the correct number is 32 Million not Thousand, but i have no other source of the information but given that it's a really available coin i would beleive that the figure should have been in '000 probably!
I noticed this low mintage 12 years ago, I asked one of the main pillars of Egyptian coin collectors, he laughed and said that this error was firstly made by Krause catalogue, and it virally passed through all resources. the real number of mintage for this coin is 32 millions, it is very abundant coin.
