Working on your assumption it was French, I think I've found it.
French :- Copper Alloy Jeton. Three-circles badge of Tournai with quatrefoil in each circle and lis in angle, pseudo legend around. ® Cross pattée with a flower in each angle, pseudo legend around. Circa 1497-1521. Mitchiner, Jetons, Medalets and Tokens, Nos. 747-763. 27 mm.
