The lettering reads ХРАМЪ-ПАМѢТ ШИПКА, which means Temple-Memorial Shipka.
It's written in pre-1945 orthography, so it should date somewhere between 1870 and 1945.

Yes, it's a Bulgarian souvenir token.
There's one for sale on Ebay for $9.90. This Ebay-listing is for a more modern version (post 1945) for the same price. But don't count yourself rich: tokens like these are usually very low in demand.
