It looks like a token created by someone who doesn't actually know the Arabic script. I suspect one should read, on the first picture:
سلطان
محمد خان
؟
which means "Sultan Muhammad Khan". If my hypothesis is correct, that would be what was on the original coin used to produce this token.
The other side is more difficult. We may have the number or year(?) 627 in the middle. If so, that would perhaps be the Hijrah year on the original coin, but this token is obviously much more recent.

I'm pretty confident it is some sort of modern token, but it is not a definitive answer yet. Perhaps other Numista members will come up with more details. And may be it has already been added to the tokens section in the Numista Catalogue?
