Excess of metal

Hello friends,
I have this 2006 commemorative 2€ German coin with an apparent excess of metal in the mintmark D. I'd like to know your opinion and if it is or not a strange case.

Metal broke off from a coin before and filled in the "D" Here in the US we call it a filled D It happens to numbers too. Here is a US 1 cent with the upper part of the 8 filled in
