Yemen 1/40 Rial [решено]

Hi friends....
Do anybody know why this coin from Yemen has two dates on two sides...........

The AH1382 is the date of the forming of the republic.
The AH1383 is the actual minting date

edit: this is what Krause says:
Brass Or Bronze Obv: Denomination within circle Rev: Hand
holding torch within circle Note: Dated both sides; AH1382,
AH1383 and AH1384/3 are dated AH1382 on obverse, actual
date on reverse; AH1384 and AH1384/284 dated AH1384 on
both sides. There are varieties of date size and design.
