Obverse: Maybe Valens with bust diademed, draped and cuirassed and a lettering like DN VALENS PF AVG.
Reverse: Maybe SECVRITAS REIPVBLICAE, as it seems to be a Victory advancing left, holding something in right hand (wreath?). Mintmark should be in exergue below the Victory, plus there might be some symbol and/or letters in fields that would help identify more precisely.
If you have the chance to upload better picture, this might help to confirm (or not).

I'll give a try as:
Obverse: Maybe Valens with bust diademed, draped and cuirassed and a lettering like DN VALENS PF AVG.
Reverse: Maybe SECVRITAS REIPVBLICAE, as it seems to be a Victory advancing left, holding something in right hand (wreath?). Mintmark should be in exergue below the Victory, plus there might be some symbol and/or letters in fields that would help identify more precisely.

This could well be Valentinian portrait on obverse. Valentinian and Valens were brother and both ruling at the same time 364-375; the first one over west (364-375) and the second over east (364-378).
Many coins with the same style were struck by mints both in the west and in the east. Coins struck under Valentinian authority (west) or struck under Valens authority (east) can bear either portrait with associated lettering. Plus, some coins can be differentiated for some mints thanks to the way reverse lettering is "cut", for instance REIPVBLICAE vs REI-PVBLICAE.
Then, the only way to identify 100% your coin would be by mintmark/fieldmark and full obverse lettering; what is hard with your coin as the mintmark seems missing (chipped part).
