Werth Marke coin

Have a coin, approx. 3/4 " in diameter, brass or brz.
one side is a large 10, with a ring of dots just inside the edge.
Flip side is a smaller 10, with the words "Werth Marke" across the top.
I see no indication of a date.
I've tried Finland, Germany, and not geld here on numista.
Any help would be appreciated!

It is a general German coin, used in a shop or vending machine.
Usually there is a name struck at the bottom of the werthmarke side:

​I just found one in my bin that is also blank but mine is 15 Wert-Marke
