Can anyone help me with identification of coin and value them? Thanks a lot

One decime, not really from Napoléon but struck by the Goverment of the Directoire or under the regime of the Consulat, depending of the year - which is erased. With better photos of the obverse it could be possible to know the mint.

Condition : very poor, F- ?
Value : around 3€

Minted between 1795 and 1800 I think
