Venezuela, 100 Bolivares 2001-2004 variety

I have the following two 100 Bolivares coins from Venezuela, dated 2001 and 2004. The Numista and KM catalog lists them as the same type and variety: https://en.numista.com/catalogue/pieces2528.html .

However there are clear differences between the two, such as the different shield designs, spacing between the shield and text, and the hair details.
Shouldn't these be considered as different varieties?

It is incomprehensible why Kreuse not assign a different code whenever.
I find some difference also with coins from Cuba for example.
