This looks more Persian to me. The reverse looks upside down with a cha rather than jim.

Yes, more likely Persian, and definitely not Arabic, though there may be Arabic words in there.

If Persian, the first word, شاخ, translates as "horn". The problem with reading the rest is that it's hard to know where the diacritics (the dots) belong.
