As you can see, the last digit of the date is right in the middle of two scallops, the first digit is even on the left side of a scallop (in both your cases it was on the right side of a scallop) and the third digit is right on a scallop (in both your cases it was in the middle of two scallops).

​Yours is the third example of a crude edge with different orientation scallops/legend. So you might be right the orientation is random, at least for the type with the crude edges. I have 7 coins with a fine edge, and with all 7 the orientation scallops/legend is identical. That can't be a coincidence, if the orientation really would be random, it's impossible to have 7 identical, and not any other.

NGC-coins has the following note for the round KM#35:

Perhaps the variant with crude edge and random scallope orientation is a refactored KM#35, while the variant with fine edge and fixed scallope orientation was newly minted KM#36 in 1952-53.
