ID Help - Chinese occupation?

I am considering this coin but I can not identify it..

This type is a complete fantasy; no such coin exists. If it were real it would have been from Tientsin (Tianjin) and issued in the 15th year of Guangxu's reign (1890), but no coins were ever issued from Tientsin under the Qing dynasty.

It's actually a very creative fantasy, it looks like someone took their influences from some of the Qing dynasty 10 cents of Emperor Xuantong with the Japanese/Russian occupation coinage of Korea. I've never even seen this one anywhere before.

The previous owner was an old man with bad eye sight and old catalogs
For him the were all real and very expensive....
He had even a 1804 dollar of the US. (only 15 known)
He kept it in his safe, in a nice fitting box.
In clear daylight, the brass was shining more than the nickel plating!!!
Next week, the inventory....
