Does somebody know anything about this coin?

I am interested in country, value and the person that is on it.

It's a late Roman bronze, probably from the 4th century AD. Hard to tell more with the pictures but I'm also not an expert on ancient coins.

I cant find it anywhere on the internet but I will try to find it. II searched every roman ruler that I know but I still cant find it. Than you for reply and suggestions how to find it.

With clear pictures it would be easy to identify.

Bust made me think of Constantius Gallus, but it's more likely to be Julian II with a "SPES REIPVBLICE" reverse. I see that there is still some letters left on obverse, what are they? Pic is too blurry.
Mintmark SMH... (Heraclea) ?

I looked picture of jullian II with spes reipvblice back and I can see the resemblance but I am not sure if it is that coin.​

​The back is probably does SPES REIPVBLICE. On the right side of the coin there are four letters PVBL and they are the part of the word REIPVBLICE
