I would consider them as Exonumia, since they are not intended to circulate in place of currency.

As far as I understand, yes.

They were made by Hoffman Mint. I’m trying to find out as much as I possibly can about them.

I believe your classification is indeed correct. These are exonumia of a kind not tokens. A token would have a place in commerce in place of currency like subways, tolls, arcades, amusement parks, observatories, private merchant tokens etc....
