i know the reverse is stabbing fallen horseman but do not know ruler or date or grade

This is a follis of Constantius Gallus, struck in the 2nd officina of Siscia
between the years 351 and 354, and it is referenced as the RIC # 351 B.

Obverse:
Description: Draped and cuirassed bust right with bare head.
Lettering: D (-ominus) N (-oster) CONSTANTIVS IVN (-ior) NOB (-ilissimus) C (-aesar)
Translation: "Our dear lord Constantius [Gallus] the Younger, very noble cesar".

Reverse:
Description: Soldier putting downward a rider with his horse ; BSIS in exergue.
Lettering: FEL (-icium) TEMP (-orum) REPARATIO
Translation: "The restoration of the blessed times".
