The difficult in identifying the mint is because this coin is overstruck on another coin. Note the obverse legend in a straight line in the upper left corner. The reverse has broken lines due to a second strike.

Just a double strike for me (I think the same die was used for the two strikes).

Second officina ('B") of Nicomedia "NIK".
