Help needed for Swedish translation (Medal relates to Finland)

can someone help me translate or make understandable the following part taken from the Swedish Hildebrand book.

Spanmåls utförsel frigifyen genom kongl. för- ordning den 21 Juli 1774. I used the translator but google translate does not give any real understandable text.

The reverse 'aratro dignus honos frumenti evehendt facultas' is Latin and translates to 'of grain and importing to the ability to meet honor hath the plow.'

the Latin translation makes sense but the Swedish one I believe is full of flaws.

The medal I believe was issued for a law that took effect or of some new taxation law, but I'm not sure as the translation from Google is awful for some languages.

The Swedish used is quite old and a bit entertaining trying to follow. Not being born to be a linguist, this would be my attempt to translate. I have used double quotes where I have left the word untranslated, and '' for comments:

Spanmåls utförsel frigifyen genom kongl. för- ordning den 21 Juli 1774. Rika skördar åren 1773 och 1774 jetnte den instälda bränvinsbränningen föranledde tillåtelsen att från Sverige och Finland tullfritt utföra spanmål både i Svenska och främmande fartyg.
Export of cereals "frigifyen" [i'd say this is 'frigiven', i.e. 'issued'] by Royal decree the 21st of July 1774. Rich harvests in the years of 1773 and 1774 along with the stopped production of "brännvin"[brännvin is Scandinavian hard liquor made of wheat or potatoes, much like Vodka] led to allowing of toll-free exporting of cereals from Sweden and Finland in Swedish as well as foreign ships.

of wheat/rye etc, I have forgotten the name] tied to the top of the mast.

Obverse motive is loaned from antique coins, but where the mental image ['mental image' is too modern language, 'symbol' would be better] refers to imports of cereal through the governments actions ['actions' not entirely accurate, 'care' would also do here].
