So, either Valentinianus I or II.

On the reverse:

I suppose "Gloria Romanorum" = "Glory of the Romans"

I think it is Valentinian I. The reverse is indeed GLORIA ROMANORVM, with emperor holding captive and banner with a nice visible chi-ro. I'm not sure about the mintmark. It looks a bit like ...SIS but It can (and should) be TES (Thessalonika).
