The 1928 "Littore" 20 lire has discoloured surfaces on the worn high points; this might happen on a low purity billon coin, but wouldn't happen on what's supposed to be a .800 silver coin. It also more generally looks "cloudy" and "greasy', especially on the bust.
Meanwhile the Cappellone 20 lire looks like a steel Chinese copy, at least from the reverse photo; it being a commonly faked Italian coin doesn't help either. The 1848 Lombardy lire is IMO the most convincing but photos aren't good enough for me to say anything more.
