Is this a Turkish coin, a token, or a piece of coin-like jewellery? (I can't see any denomination)

Obverse: toughra (and reshat?), surrounded by a thin, leafy garland.

Reverse. A four line inscription in Arabic. It was (apparently) minted in Constantinople [line 3], the current year being18 or 28 [line 1] of a reign that started in AH1222 [line 4]. The inscription is surrounded by a narrow, leafy garland.

Side A Side B

Metal might be brass (because of its feel and yellow colour). The coin is holed. Diameter c. 21-22mm.
Weight 1.1-1.2gr.

Thanks.

it isn't much like anything in the Catalog. I think it is most likely coin-like jewelry.
