Didnt though about searching about weight in ebay or anywhere else I tryed out your idea and i did found more examples with a weight even lower than mine (examples 1, 2 and 3).
So could it be that its just a regular circulation issue that makes this coins weight less than they should?

There is no way Monnaie de Paris would issue underweight coins. A very circulated coin might loose 5% of its original weight. a coin worn down by 19% would be unreadable condition.
It is impossible that this coin was struck in Paris your coin - look at the extra metal in the triangles.

I think there are very many pot-metal alloy counterfeits of this coin.

Well, this one its being interesting for me, didnt expect a coin with this sell values and an almost 15 millions mintage could be facked (despite the two characteristics that i mentioned at the start).
I guess @Mr.Midnight and @-kadzuma- are going to be right in the end. At least i didnt pay to much for it.

I think all of these counterfeits were made in 1939-42 time period, when 20cents was a day's wage.
this happened in many places and many times in the world.
In a sense they are as interesting and historical as the real coins.
