Nepal 12mm Octogon - Uniface Silver Coin? Token?

I recently came across this small silver coin (?)

The writing looks like Nepal.

It is about 12mm across the flats.

1.5 grams - Silver

I cannot read what it says and am wondering if it is a coin or a token.

Any help attributing this would be greatly appreciated.

the script is Devnagari which is used in India as well
