"Twenty Third Year of Kwang Hsu" 19mm coin to ID

Hello everyone!

Can anybody help me to ID this 19mm silver-looking coin? Part of the inscription reads "Twenty Third Year of Kwang Hsu". Looking online, I can only find dollars like this, but this can't be a dollar as it's only 19mm! Can anyone help?
