ok - the answer for this is simple yet might disappoint you.
facts are:
- we heavily rely on data from WC catalogs and user's entries
- WC catalogs do not list set issues separately if a year has also a circulation strike
example:
let's say a coin issue has the following issues produced like this

1990 1,000 Proof
1990 12,000,000 for Circulation (Business strikes)
while 1991 has
1991 150,000 In Sets only
1991 2,000 Proof
..
WC catalog would have it listed like this:

1990 1,000 Proof
1991 150,000 In Sets
1991 2,000 Proof
you might notice that 1990 issue combines both circulation and set issues into one figure
while 1991 lists the set issues because no circulation issue was produced.
so... set issues for years that have circulation issues, too are only listed in the catalogs at the
end of each nation's list (separately as "Mint Sets" along with "Piedforts", "Patterns" etc.)
that makes it very hard for us to add set issues separately for each country and for each coin.
since
a) data in WC catalogs is often not very exact (I noticed this with Euro coinage sets)
b) a lot of coins need to be checked since these "mint sets" entries only list the KM# numbers included
in a set.
I already did this for Euro coins and a lot of Australian issues (I had reliable sources, and data from
the australian mint present). Adding this for all coins in the Numista database would take years.
this might be done however - sometimes in the future - if we have the catalog verified and completed
by 99% or so and other problems sorted out first. I don't think that this will get high priority anytime
soon. But I won't promise or negate anything. maybe someone will do this. I know that we already
discussed this in the team and thought it might not be neccessary soon since (un)circulated issues
and mint sets can be used together by adding coins to the "non-Proof" year entry and using the
UNC grade in Numista's coin-sheets & using a "personal comment" next to it to identify it for
yourself as a part of a mintset.
