1943 Belgian 5 Franc Error coin?

I recently found this coin(on the right) with a large lot of other world coins. It appears to me that it was struck on the wrong planchett or possibly not enough pressure on the die. The majority of the coin design is on the smaller coin. I have included 3 pictures and would love any input on what the community thinks this coin might be.

Well I knew I was going to learn something from this post but I did not think it would be about dryers. Based on the information above I would say this is very likely a "dryer" coin. The link in the post explains quite clearly the process involved in making a coin look like this.
I was hoping for an error coin but this is a pretty interesting story for a coin as well.
