Does not look like a coin, as it does not seem to have a face value.
Konigsberg is the old name of what is now Kaliningrad, which is actually part of Russia.
Taken from a computer- Wikipedia
The history of the city may be divided into three periods: the Old Prussian settlement known as Twangste before 1255; the German city of Königsberg from 1255 to 1945; a Russian city from 1945. In 1946 the settlement was renamed Kaliningrad in honour of the Soviet leader Mikhail Kalinin and was largely re-populated with ethnic Russians.
