Help needed for this coin. It should be byzantine or I am wrong?

I know it looks like roman, but the letter "ф" (second picture) makes me think it's byzantine
This looks Roman, earlier part of the third century. It is a "Greek Imperial" issue, i.e. a coin struck by a Greek city inside the Roman Empire.

I think the obverse legend reads:

AYT --- IOYΛ ΦIΛIΠΠ--- --- ---
