Counter stamped one peso 1967???

I was looking at some coins from the Caribbean and found this counter stamped 1967 coin from anguelia which is a one peso coin from the USA

How did they still have this coin a world away in a British comman wealth country ?

can some one tell the story behind this coin?

The countermarking was done in San Fransisco, which is where these Peso coins were minted. Looks like various silver coins of similar weight were used.
