What issuer is this coin?

I have this little one, I found tons of simmilars on Zeno under "Zaydí Imáms"

After I find a match, I will ad to the Numista Catalog, my question is, under which issuer should I do that? Or it is an issuer not available yet?

I added this coin of mine under Yemen for about 15 days, not validated yet, I am not complaining at all, but I see theres no Referee from Yemen.

What happens of the requests of coins without active referees?

Sometimes it takes months for coins to be validated. I have a coin myself from May waiting to be added, but heard that people still have coins from March. But eventually they will all be added if they qualify.

All depends on the referees, I think there needs to be a shakeup of some of the referees, some seem to not be very active these days...
