Token to id...

Hello everyone... Did anybody, ever, come across this coin/token...? I bought it with a bunch of other coins but all the rest are Asian... this one looks like a Russian/German double headed eagle... and I found one Victorian coin with similar eagle on reverse... Here is the link...

Metal: Brass - maybe?!?! (looks Yellow-gold)
Diamter: 22.3mm
Weight: 2.8g

Indeed. The F and A are not level - either the F is low or the A is high; that would
not happen on a mint-made token. Also the letters are dark, so look to have been
added later, as does the ship.
